The role-holder will lead the data and analytics team to support key strategic business decisions and developments. You will leverage best practice data modelling experience to support commercial and wider organisational activities.
As the Analyst Manager you will be expected to keep abreast and develop the use of analytical tools to improve and support decision-making and monitor the delivery of project pipelines and results. You will be delivering better outcomes and value for blue light services by:
• Providing leadership to the analytical team including meeting service requirements of
Regional Commercial Directors in BlueLight Commercial and its members in accurate, timely
manner.
• Developing and analysing complex data sets to produce useful, actionable insight.
• Undertaking detailed market analysis, including conducting and/or using market research.
• Analysing business performance and communicating it to senior stakeholders.
• Building and utilising commercial and shared services expertise to identify and derive savings
for clients.
• Establishing efficient and effective mechanisms for maintaining good market knowledge and
sharing with relevant people internal and external to BlueLight Commercial.
Despite being a remote company, we seek flexibility as some travel to attend work on sites will be required.

You will be part of a small Analytics team, forming part of the wider Commercial Team and an integral part of BlueLight Commercial, supporting the achievement of the organisation’s key strategic aims.

My responsibilities and accountabilities
Providing leadership, support and development to the data and analytical team.
Developing KPI’s, targets and dashboards to track performance and highlight areas of strength
and concern.
To take a lead role in the presentation of analytical data to internal and external stakeholders
to present opportunities for collaboration and improvement.
Support the transition to more automated ways of working through the exploration of new
technologies and AI.
Supporting the creation, delivery, and ongoing development of category strategies throughout
the commercial lifecycle through providing good quality and effective data development and
analysis.
Compiling, analysing and interrogating regional / local data including spend data, demand,
specification and supplier information, and providing this analysis and statistical insight to the
commercial team (and their stakeholders) to assist them in strategy development and planning
and to enable better informed decision making.
Data gathering and analysis relating to shared/enabling services within policing, providing the
evidence base to support the national shared/enabling services strategy and convergence plan.
Ensure the procurement spend reporting and back office across all BLC Customers uses best
practices on reporting for spend, cashable and non-cash able savings and provide reports that
are used for reviews with the Home Office and finance communities.
Conducting savings opportunities analysis and benchmarking, using market information
gathered from multiple sources to identify future trends and contract development
opportunities for all category commodities and shared/enabling services.
Support Commercial teams in developing and managing the supplier management strategy to
ensure effective category management delivery.
Qualifications & Accreditations
You are someone who has attained:
A strong academic record ideally in an analysis focused degree or economics, finance or Business Studies.
Certified Microsoft accreditation in Microsoft Office or Power BI (desirable)
Experience & Knowledge
You are someone who has:
Strong organisational skills with the ability to deliver multiple / parallel projects.
Excellent analytical skills, with ability to develop demand and commercial management summaries.
A proven background of developing KPIs and benchmarking processes aligned to business requirements.
Ability to design monitoring systems for workload planning and delivery.
Commercial / procurement experience gained within the public sector or large private sector organisation (desirable).
Prince 2 or a robust knowledge of project management methodologies (desirable).
Strong commercial acumen and in depth understanding of the commercial lifecycle (desirable).
Experience of working as part of a procurement or commercial team (desirable)
Business process modelling (lean six sigma and / or Visio skills) (desirable

Good verbal and written communication skills to ensure analytical insights are understood and used.
Strong stakeholder manager skills with the ability to influence senior stakeholders both internally and externally.
Demonstrable experience in developing balanced scorecards.
Excellent professional IT skills across the Microsoft Office suite including visualisation tools such as Power BI.
